The mid 1990's was a dire time in Kabwe, Zambia. HIV/AIDS had been gaining momentum for some time, facilitated by widespread ignorance, stigma and denial. The proportion of the population affected directly or indirectly by the HI virus was spiralling out of control. As parents died, grandparents took on the responsibility of stretching their meagre resources to care for the growing population of orphaned children. As if this wasn't enough, the economy in Kabwe was also dying. Almost overnight the region's copper mines halted to a stop as the international price of copper plummeted. This economic shock snowballed leading to the bankruptcy of textile factories, zinc and lead mines (see photo above) and the privatization and downsizing of Zambian Railways. The citizens of Kabwe were devastated. It was during these crises that a handful of caregivers decided to organize Chindwin Home Based Care (CHBC). These caregivers volunteered their time and resources to care for the overwhelming number of individuals crippled and housebound because of AIDS. These efforts operated with little government support during a time when the prices of antiretroviral medication were exorbitant and beyond the means of nearly all Zambians. After a few years of fighting an uphill battle, some of the caregivers decided to develop a microcredit program whereby caregivers could invest in a savings fund. Its ads said that its roots went back to 1898 and was the oldest savings and loan association in Oklahoma City. Its original name was Oklahoma City Building & Loan Association but it became the Oklahoma City Federal Savings & Loan in the early 1930s. For several years it was located in the Majestic Building but by 1919 it established its own building at the southwest corner of 1st Street (Park Avenue) and Harvey where it remained until it became the owner of the Skirvin Tower hotel in 1971 which was renamed the 101 Park Avenue Building. In 1974, the company itself was renamed as the Continental Federal Savings & Loan Association. After selling the 101 Park Avenue Building to Jere Sturgis of Enid, Sturgis announced plans to add 14 stories to the property but that failed to materialize in the wake of the Oil Bust and Penn Square Bank's insolvency in 1972. As to Continental, it failed in 1991 and its branches were sold to Bank of Oklahoma, Banks of Mid-America, and Stillwater National Bank.

The group make loans to members and the loans are repaid with interest, this increases the overall funds and enables bigger loans to be made. The members use their loans to pay for school fees and to start up new businesses.

The loans they're able to take from the group's savings allow the members to invest in small businesses and/or increase their agricultural output. Women, the primary providers for children in Uganda, are the target population of VSLAs.
